    Fully fund the Global Fund to defeat AIDS, Tuberculosis and malaria.

    We believe that the Global Fund to Fight AIDS, Tuberculosis and Malaria has achieved incredible results in just over ten years since its creation in 2002.  Since that time, the Global Fund has provided AIDS treatment for 4.2 million people, anti-tuberculosis treatment for 9.7 million people and 310 million insecticide-treated nets for the prevention of malaria. The Global Fund has become the main financier of over 1000 AIDS, TB and malaria programmes valued at over $22 billion in 151 countries.

    We believe we can defeat AIDS, TB and malaria if we make smart and strategic investments towards ensuring universal access to AIDS, TB and Malaria services and treatment. It is therefore urgent that we build on the momentum of prevention and treatment coverage achieved in the past decade and with better prioritization of high-impact interventions, better targeting, use of scientific advances and further efficiencies in service delivery, work towards the elimination of AIDS, TB and malaria. A fully funded and effective Global Fund is critical in achieving this goal.

    We call on all donors and implementing countries:

    1. Recommit to the goals of increased strategic investments and scaling up of treatment, prevention, care and support programmes for people living with and affected by HIV/AIDS, tuberculosis and malaria. 
    2. Fully fund the Global Fund to Fight AIDS, TB and Malaria by collectively committing at least US$15 billion in this replenishment year in new contributions for 2014-2016.
    3. Recommit to increased domestic investments targets for health and increased total health expenditure per capita in all countries affected by HIV/AIDS, tuberculosis and malaria.

    We believe that through appropriate levels of investments now, we have an opportunity to defeat these diseases within our lifetime, and to decrease costs over time if we recommit and fully fund the ambitious Strategy of the Global Fund to Fight AIDS, Tuberculosis and Malaria. This requires the US$15 billion investment in 2013 and ongoing resource mobilization aimed at engaging new donors and innovative financing mechanisms.

    We commend all donors and implementing countries who have contributed financially to the work of the Global Fund to date and we call upon you to build the foundation for an AIDS, TB and malaria free world by fully-funding the Global Fund in 2013.

    Appello della società civile internazionale per il pieno finanziamento
    del Fondo Globale per la Lotta contro l’AIDS, la Tubercolosi e la Malaria          

     Il Fondo Globale per la Lotta contro l’AIDS, la Tubercolosi e la Malaria ha raggiunto risultati eccezionali da quando è stato creato, nel 2002. Ha fornito terapia salvavita a 4.2 milioni di persone sieropositive, cura antitubercolare a 9.7 milioni di persone e ha distribuito 310 milioni di zanzariere impregnate di insetticida per la prevenzione della malaria. Il Fondo Globale è divenuto il principale finanziatore di programmi di lotta contro l’AIDS, la tubercolosi e la malaria, sostenendo oltre 1000 progetti in 151 paesi, per un valore superiore a 22 miliardi di dollari.

    Siamo convinti che sia possibile sconfiggere l’AIDS, la tubercolosi e la malaria, investendo in maniera strategica a favore dell’accesso universale ai servizi di prevenzione e cura di queste tre pandemie. E’ urgente, pertanto, ripartire con slancio dai risultati raggiunti nell’ultimo decennio e impegnarsi a eliminare AIDS, tubercolosi e malaria, attraverso una migliore assegnazione delle priorità agli interventi, una migliore individuazione degli obiettivi e il ricorso alle scoperte scientifiche. Il pieno finanziamento del Fondo Globale è essenziale per raggiungere questo obiettivo.

    Chiediamo a tutti i donatori e ai Paesi che realizzano programmi di lotta contro le tre pandemie di:

    1. Impegnarsi a incrementare gli investimenti strategici a favore dei programmi di prevenzione e cura per le persone colpite dall’HIV/AIDS, la tubercolosi e la malaria.
    2. Finanziare pienamente il Fondo Globale per la Lotta contro l’AIDS, la Tubercolosi e la Malaria, impegnandosi a versare, complessivamente, 15 milioni di dollari per il triennio 2014-2016.
    3. Impegnarsi a incrementare gli obiettivi nazionali a favore della salute e la spesa sanitaria pro-capite in tutti i Paesi colpiti dall’HIV/AIDS, la tubercolosi e la malaria.

    Riteniamo che grazie a investimenti appropriati adesso, abbiamo l’opportunità di sconfiggere queste tre pandemie nell’arco della nostra vita; possiamo ridurre gradualmente i costi necessari per raggiungere questo scopo, se ci impegniamo a finanziare pienamente l’ambiziosa strategia del Fondo Globale per la Lotta contro l’AIDS, la Tubercolosi e la Malaria. Per fare ciò, è necessario investire quest’anno 15 miliardi di dollari e reperire ulteriori risorse individuando nuovi donatori e utilizzando i meccanismi innovativi di finanziamento.

    Ci appelliamo ai donatori e ai Paesi che realizzano programmi di lotta contro le tre epidemie, affinché costruiscano le fondamenta di un mondo libero dall’AIDS, dalla tubercolosi e dalla malaria, finanziando pienamente il Fondo Globale nel 2013.

    Financiar plenamente al Fondo Mundial de Lucha contra el Sida, la tuberculosis y la malaria.Creemos que el Fondo Mundial de Lucha contra el Sida, la tuberculosis y la malaria ha logrado unos resultados increíbles desde su creación en el año 2002, hace tan sólo once años. Desde ese momento, el Fondo Mundial ha proporcionado tratamientos para el Sida a más de 4.2 millones de personas, para la tuberculosis a más de 9.7 millones y ha distribuido 310 millones de mosquiteras tratadas con insecticidas para la prevención de la malaria. El Fondo Mundial se ha transformado en el principal financiador de programas de lucha contra el VIH/Sida, tuberculosis y malaria, con más de 1.000 de ellas en 151 países y valoradas en 22 mil millones de dólares.Creemos que podemos vencer el Sida, la tuberculosis y a la malaria si tomamos decisiones inteligentes e inversiones estratégicas para asegurar un acceso universal a servicios y tratamientos contra el Sida, la tuberculosis y la malaria. Por lo tanto, es urgente que aprovechemos el impulso de tratamientos de prevención y cobertura logrados en la última década y, con una mejor priorización de intervenciones de alto impacto, una mejor focalización, con el uso de avances científicos y con mayor eficiencia en la distribución de servicios, avancemos hacia la eliminación del Sida, la tuberculosis y la malaria. Un Fondo Mundial plenamente financiado y efectivo es indispensable para lograr este objetivo. Hacemos un llamamiento a todos los países donantes e implementadores para que:

    1.  Se comprometan nuevamente a los objetivos de incrementar inversiones estratégicas y a aumentar el número de programas de tratamiento, de prevención y de apoyo para las personas con y afectadas por el VIH/Sida, la tuberculosis y la malaria.
    2. Financien plenamente al Fondo Mundial de Lucha contra el Sida, la tuberculosis y la malaria, a través de un compromiso colectivo de lograr por lo menos US$15 mil millones en este año de reaprovisionamiento para las contribuciones de los años 2014 – 2016.
    3. Se comprometan a incrementar las inversiones domésticas de objetivos de salud y aumentar los gastos totales de salud per cápita en todos los países afectados por el VIH/Sida, la tuberculosis y la malaria.

    Creemos que si ahora contásemos con un nivel apropiado de inversión tenemos una oportunidad para vencer estas enfermedades durante nuestra generación y a la larga reducir costes si nos volvemos a comprometer y a financiar la ambiciosa Estrategia del Fondo Mundial de Lucha contra el Sida, la Tuberculosis y la Malaria. Esto requerirá una inversión de US$15 mil millones en el año 2013 y una movilización continua de recursos enfocada hacia la atracción de nuevos donantes y hacia mecanismos innovadores de financiación.

     Felicitamos a todos los países donantes y países en desarrollo que han contribuido a financiar el trabajo del Fondo Mundial y les hacemos un llamamiento para que construyan las bases de un mundo completamente libre de sida, tuberculosis y malaria a través de un Fondo Mundial plenamente financiado en el año 2013.
